Sebastian's shop in the Blacksite Administration, always locked, the keycard always spawns inside Sebastian's shop where you can find numerous items for research. PSS/SS inside the shop or behind the walls of the area where the shop is.

Downwards ramp with platform on the right side in middle with clutter on it. SS is on that platform. Put your back against the box, and left shoulder to the pallet. Stand, look straight forward :)
